Students Taking Action Towards EmpowermentPLEASE NOTE:The STATE Program is no longer active.

Students Taking Action Towards Empowerment (STATE) was created in 1999 to bridge the gap in understanding between young people and the police. STATE developed into a comprehensive youth leadership development program whose goal was preventing youth incarceration and negative interactions between youth and the criminal justice system.

The program focused on training youth about their legal rights and how to deal with police interactions. Teenage Youth Advocates were trained in criminal law, social justice advocacy, conflict resolution, video production, and public speaking. Youth Advocates then went into the community and taught Know Your Rights workshops to their peers.
